My client are a global Industrial client who are seeking an Operational Programme Manager to lead a large scale piece of work. The focus of this programme will be around full facilities relocation and fit out including New HQ, Data centre relocation, Medical centres, Emergency response buildings etc.
*This role is based in Belgium 4 days a week, you will need to get there at your own expense if you're outside of Belgium*
Key account abilities
- Leads 'pillar 1': Site facilities setup from plan to delivery, working with department managers, programme team and senior procurement leaders
- Define end-state Target Operating Model for the site infrastructure and facilities operation: internal team, ways of working, systems, outsourcing strategies and contract setup
- Ensures all site service contracts are in place, new or re-scoped and are fit for purpose - and operational by q4 26 (when new ECR comes on line)
- Oversee reconfiguration of Lillo manufacturing campus (operational use, scope and setup, not construction) - driving scope / usage decisions
- Ensures services are covered, ready, efficient and cost effective - supports service process definition and oversee setup of ways of working
- Scope: New HQ offices, FM services, FM soft services, grounds/ site, emergency response buildings, medical centre, data centre, security, laboratory, parking, workshops, contractor village and warehouses
- Work closely with the senior procurement leader to rationalise, sequence and deliver 125+ SLA/ contracts across 5 legal business entities
- Drive management team/ department head decisions on building use, occupancy, and site services
- Drive intra-INEOS service level agreement decisions on service ownership, delivery, and cost allocation (procurement leader will setup contracts)
- Ensure provision is made for maintenance of FM e.g. hvac (lead contractors/ internal teams, not execute)
- Management of temporary project office facilities - setup and onboarding of any contractors or internal IT teams to deliver requirements
- Contract performance management setup for internal INEOS SLAs and external contractors
- Out of scope: running plant operations, engineering and maintenance (internal teams will manage the operating assets and chemical plants)
Experience
- Experience: senior 15y + facilities management, site infrastructure, offices and buildings around chemical plants/ refinery - past FM manager role, or contract manager role for site services
- Top and down capability: set the overall strategy, and deliver, to understanding contract issues on the ground
- Practical and pragmatic - problem solver
- Solid understanding of SLA inter-firm arrangements, a plus (transfer pricing, operations, service delivery, cost allocation, performance management)
- Strong facilities management, contract setup and inter-company Service Level Agreement coordination and management. Oil, gas, petchems site / infrastructure knowledge a plus
- Understands manufacturing environment and safety implications
- Can work with a broad team to ensure robust contracting decisions are made
