A new position has arisen for a Bid Finance Manager to work for successful Oxford University Spin Out business based in the heart of Oxford. The incumbent will be working within a new team, working together to deliver Bid and Finance Goals.

Responsibilities

Provide support to Project Managers in developing their commercial proposals. Key tasks here include the following:

  • Attend all meetings for allocated bids as a key contributor.
  • Advice and support on commercial / fiscal components of acquisition opportunities
  • Analysis of TORs /ITT documentation of all commercial elements impacting the budget
  • Assessment of fiscal risks or challenges related to payment terms including: payment currency, payment schedules, invoicing arrangements etc.
  • Assessment of any VfM, PBR or other fiscal performance requirements;
  • Assessment of risky components that could impact on project profitability including taxation, low profit margin, cash flow, exchange rate fluctuation etc.

Additional Tasks

  • Provide training, mentoring and support for bid teams in International Offices on commercial bid process.
  • Liaise with Programme/Project Finance Managers/Assistants in hand-over of fiscal materials on projects won by OPM, and take part in mobilisation / project hand-over meetings
  • Support Project Managers where re-budgeting or re-negotiation of projects during live delivery is required, ensuring updated budgets take all fiscal risks into account and remain commercially viable. Reporting upwards when commercial viability issues arise.

Required

  • Qualification or part qualification Accountant (CIMA, ACCA, ACA.) or significant finance and budgeting experience
  • Ability to understand high volumes of complex financial information
  • Previous experience in bid support and project budgeting
  • Good prioritisation and time-management skills
  • Strong technical accounting skills
  • Good key attention to detail
  • Excellent analytical and problem-solving skills
  • Ability to interpret international development technical approaches and processes and translate it into financial requirements
  • Commercial awareness.
  • Excellent IT skills in Excel, Word, Outlook
